Major accomplishments
- Two of the ITU-T SG16 focus group had their terms renewed at this meeting. The ITU-T Focus Group on AI for health (FG-AI4H), which works in partnership with WHO, was extended for two more years, after review of its progress [TD386/Plen], and current status of deliverables [TD393/Plen]. The Focus Group on Vehicular Multimedia (FG-VM) was extended for approximately one more year after review of its progress [TD387/Plen]; the first deliverable from the FG-VM was already Consented at this meeting, in close coordination between FG-VM and Q27/16, see
below. The new ITU-T Focus Group on AI for autonomous and assisted driving (FG-AI4AD) provided its first progress report, having held two interim meetings and a number of interim WG meetings [TD385/Plen]. More details are found in the

New Question 23/16 on "Digital culture-related systems and services" proposed at the previous SG16 meeting held its inaugural sessions after completing the approval process at the opening SG16 plenary. A summary of its busy first meeting is provided
below.

WTSA-20 preparations:
After the significant discussions on the title, points of guidance and lead roles at the previous SG16 meeting, focus was put on completing the text of 14 Questions being proposed to WTSA-20 for the study period 2021-2024. A plenary ad hoc group that discussed a more substantive proposal to create a new Question on vehicular multimedia concluded that it would be better to amend the mandate of current Q27/16 [TD416/Plen]. At the closing plenary, SG16 endorsed the mandate as discussed at the previous SG16 meeting and the final 14 Question updates coming from Q1/16 and the three WPs [TD411/Plen,
TD412/Plen,
TD413/Plen,
TD414-R1/Plen,
TD415/Plen]. These will be packaged and sent to WTSA-20 for further deliberations for the study period 2021-2024.

Video and image coding: There were three major outcomes at this meeting
- A remarkable achievement at this meeting was the completion of the next generation video coding technology, called "Versatile Video Coding" (VVC), consented as ITU-T H.266, developed by the Joint Video Experts Team (JVET) jointly with ISO/IEC JTC1/SC29/WG11 [TD445/Plen]. VVC is expected to achieve about a 50% bit rate reduction vs. H.265/HEVC for equal subjective video quality. Test results demonstrate that VVC provides about a 40% bit rate reduction for 4K/UHD test sequences using objective metrics. Application areas especially targeted for the use of VVC include ultra-high definition 4K and 8K video, video with a high dynamic range and wide colour gamut, and video for immersive media applications such as 360° omnidirectional video, as well as conventional standard-definition and high-definition video content.
- Another Recommendation that was completed at this meeting is H.274 (ex H.SEI), "Versatile supplemental enhancement information for coded video bitstreams". It specifies the syntax and semantics of video usability information parameters and supplemental enhancement information messages for use with coded video bitstreams, VVC in particular [TD446-R1/Plen].
- Work was also completed for Technical Paper HSTP-VID-WPOM, describing working practices using objective metrics for evaluation of video coding efficiency experiments [TD444/Plen].
No image coding Recommendations were ready for starting the approval process at this meeting.

Safe listening: the collaboration with WHO continued with a future planned revision of ITU-T H.870 (ex F.SLD) "Guidelines for safe listening devices/systems", a joint ITU/WHO technical standard on the desired behaviour of safe listening music players [TD279/WP2]. Work is also being progressed towards a conformance testing spec for H.870 [TD288-R1/WP2].

Sleep monitoring: Two new specifications were completed, complementing ITU-T H.862.0 on requirements and framework for ICT sleep management service models, ITU-T H.862.1 on a data model for the sleep management services, and ITU-T H.862.2 on annotation methods for bio-signal data [TD432/Plen,

- Speech interface: ITU-T H.862.3 (ex F.VMI-HS) "Requirements of voice management interface for human-care services" was Consented at this meeting. This Recommendation defines requirements of voice management interface for human-care services, which include health, welfare, and protection of people, and could assist in the design of innovative services and applications, such as nursing robots to care patients and to identify current and future health issues through conversation with patients (e.g. early diagnosis of dementia) [TD434/Plen]. Work was also completed on F.746.10 (ex H.LLS-DIA) "Architecture for spontaneous dialog processing system for language learning" [TD420/Plen] and F.746.11 (ex F.IQAS-INT) "Interfaces for Intelligent Question Answering Service" [TD419/Plen].
- Intelligent transport systems (ITS): Work within the ITU-T SG16 and ISO TC22/SC31/WG8
Joint Project Team on vehicle domain service (JVDS) continued;
four joint work items are being progressed. The group is holding various interim activities and participation in the group is open to experts from either parent group. More information is found in its

Vehicular multimedia: The first deliverable from the FG-VM was Consented at this meeting, ITU-T F.749.3 (ex F.VM-URVMN) "Use cases and requirements for the vehicular multimedia networks" [TD441/Plen].

IPTV and Digital Signage: Experts completed work on new ITU-T H.704 (ex H.IPTV-EUIF.1) "Enhanced UI framework for IPTV terminal device - Gesture control interface " [TD438/Plen], which will allow users to define or use pre-defined gestures to control an IPTV terminal device. Experts also completed work on Technical Paper HSTP.DS-Gloss with a glossary on digital signage [TD398/Plen].

Civilian unmanned aerial vehicles: Work was completed on Recommendation ITU-T F.749.12 (ex H.CUAV-F) describes the general framework for a CUAV application communication and control including its functional entities and reference points [TD421/Plen] for areas such as flight control, flight data transportation, mission payload data services and video / images services.

AI and machine learning: The first multimedia AI/ML work item was completed at this meeting. ITU-T F.748.11 (ex F.AI-DLPB) addresses metrics and evaluation methods for benchmarking processors used by deep neural network [TD439-R1/Plen].

DLT: The first three distributed ledger technology (DLT) Recommendations (originally developed at the now closed
FG-DLT) were completed at this meeting:
- ITU-T F.751.0 (ex F.DLS) "Requirements for distributed ledger systems" [TD436/Plen]
- ITU-T F.751.1 (ex F.DLT-AC) "Assessment criteria for distributed ledger technologies" [TD437/Plen]
- ITU-T F.751.2 (ex H.DLT) "Reference framework for distributed ledger technologies" [TD451/Plen]
The DLT experts also agreed to organize a series of
DLT "meet-ups" (a form of interactive and informal webinars), to discuss topics related to Distributed Ledger Technology(DLT) and their standardization. The main goal of this initiative is to increase the collaboration of Q22/16 with global DLT community. Potential participants include DLT technology and service providers, research institutions, United Nations agencies, regulators, and other related professionals. - Immersive live experience: ILE work progressed with the conclusion of new Recommendation ITU-T H.430.5 (ex H.ILE-PE) "Reference models for ILE presentation environment" that provides three reference models for proscenium, open, and arena scene style presentation environments, and provides functional blocks and some implementation guidelines for ILE viewing sites as additional information [TD447/Plen].

Accessibility: Experts completed the revision of ITU-T H.702 (V2) "Accessibility profiles for IPTV systems", which provides needed updates and adds support for some cognitive disabilities [TD443/Plen]. Work also completed on new ITU-T F.922 (ex F.ACC-ISSVReq) "Requirements of information service systems for visually impaired persons" [TD448/Plen] and on two new Technical Papers: ITU-T FSTP.ACC-ALD "Overview of assistive listening systems" [TD450/Plen] and ITU-T FSTP.ACC-WebVRI "Guidelines on web-based remote sign language interpretation" [TD449/Plen].
The collaboration with ISO/IEC JTC1 SC35 (User Interfaces) progressed with Consent of ITU-T T.701.11 (ex H.ACC.AltText), which is a twin text with ISO/IEC 20071-11; this specification provides guidance on the use of text alternatives for images (also known as "Alt-Text")" [TD440/Plen]. Summary of Questions' Results
Question 1/16 summary
Question 1/16 oversees general coordination across the various SG16 Questions and external groups. It reviewed a number of general incoming liaison statements in two sessions, and three replies were generated. In preparation for WTSA-20, the text of the Question was reviewed, but no further changes were made relative to the version revised at the previous meeting.
Question 5/16 summary
Question 5/16 met for ten sessions during the SG16 meeting to discuss the use of AI in multimedia and reviewed 18 contributions. Work was completed for ITU-T F.748.11 "Metrics and evaluation methods for deep neural network processor benchmark". The Question also progressed on existing work items (F.AI-MLTF, F.AI-SCS, F.AI-DLFE, and F.SCAI) and agreed to start ten new work items (F.IMCS, F.Supp-OCAIB, F.SBNG, F.AI-SF, F.AI-DMPC, F.AI-RMCDP, F.AI-MKGDS, F.AI-FASD, F.AI-ILICSS, and F.REAIOCR). The Question produced one outgoing liaison statement and plans on holding two meetings in the interregnum period.
Question 6/16 summary
Question 6/16 met for four sessions during the SG16 meeting, with primary goals to review the progress of Q6/16, JVET, JCT-VC, and JPEG work. Q6/16 completed two new Recommendations for AAP Consent on topics related to the coding of video and still images (H.266 "Versatile video coding" and H.274 "Versatile supplemental enhancement information for coded video bitstreams"). Q6/16 also submitted a new Technical Paper (H-series TP HSTP-VID-WPOM) for Approval, describing working practices using objective metrics for evaluation of video coding efficiency experiments. A substantial portion of the image coding work of Question 6/16 is conducted jointly with ISO/IEC JTC1/SC29/WG 1 (JPEG), and a substantial portion of the video coding work of Question 6/16 is being conducted jointly with ISO/IEC JTC1/SC29/WG 11 (MPEG) in two joint collaborative teams known as the Joint Video Experts Team (JVET) and the Joint Collaborative Team on Video Coding (JCT-VC). Meetings of JVET and JCT-VC were held via teleconference in alignment with this meeting of SG16 under its auspices. JVET is tasked with development of Versatile Video Coding (VVC), a future video coding standard with substantially improved coding efficiency relative to H.265/HEVC and the associated Versatile Supplemental Enhancement information (VSEI, H.274) and JCT-VC is tasked with maintenance and enhancement of H.265/HEVC, H.264/AVC and CICP (H.273). A joint session with MPEG was also held, to assist in the coordination of the work. Now that H.266/VVC reached its Consent milestone, the Question proposes merging the joint collaborative video teams into JVET as a single platform, incorporating the maintenance work for MPEG-2/Video, H.264/AVC and H.265/HEVC. Q6/16 is planning to hold two Rapporteur group meetings (collocating with meetings of JVET) in the interregnum period. It is also expected that a meeting of JVET will be held in a collocated fashion with the next SG16 meeting in April 2021 under its auspices. The Question prepared five outgoing Liaison Statements.
Question 7/16 summary
Question 7/16 did not hold any sessions during this SG16 meeting. The Question is planned to be merged into Question 6/16 in the new study period.
Question 8/16 summary
Question 8/16 focus met for five sessions during the SG16 meeting to discuss immersive live experience (ILE) topics addressed in four contributions and several liaison statements. As the result, Q8/16 completed work on draft Recommendation H.430.5 (ex H.ILE-PE). During Q8/16 meeting, candidate future work items and the Question description were updated. In addition, Q8/16 agreed to send one liaison statement to various organizations informing on the Consent of H.430.5. The Question does not plan to hold any meetings in the interregnum period.
Question 11/16 summary
Question 11/16 did not meet during this ITU-T SG16 meeting. No interim activity is planned and it will progress its work items at the next meeting of SG16.
Question 12/16 summary
Question 12/16 on video surveillance met for twelve sessions to review fourteen contributions. During the sessions, experts completed work on three draft Recommendations: H.627 V2, F.735.1 (ex F.SDC) and F.743.11 (ex F.MPUVSReqs). Q12/16 updated its terms of reference for the next study period with the updated title "Intelligent visual systems and services". The Question progressed its various work items including H.VSECArch and F.BVSSI. Q12/16 agreed to start five new work items (F.TSVSN, H.P2PVSProt, H.SDC, F.IVS-CRM and H.HVSProt). Q12/16 debated the various ways forward of F.FRAVSReqs on facial recognition; there was no consensus reached and this issue remains open. Contributions are invited for further discussion on this topic at the next meeting of Q12/16. The Question plans on holding one interim (e-)meeting in November 2020 and produced four outgoing liaison statements.
Question 13/16 summary
Question 13/16 on IPTV systems and services progressed the work on three draft Recommendations (H.IPTV-LSFA, H.IPTV-TDES.6 and H.IPTV-TMRAPI) and completed work on ITU-T H.704 (ex H.IPTV-EUIF.1) on an enhanced user interface framework using gesture controls. The Question started no new work items. The Question prepared three reply outgoing Liaison Statements. The group plans to hold an interim meeting in October or November 2020, in addition to two e-meetings. The group also discussed the Question scope and terms of reference together with Q14/16, and agreed to continue the existing open digital signage studies in Q13/16 in the next study period. The scope of the Question will also cover content delivery networks (CDN) and accordingly will receive some work items previously addressed in Q21/16.
Question 14/16 summary
Question 14/16 mainly discussed the preparation for the merger with Q13/16 at the next study period in 2021-2024, and completed for Approval the text of Technical Paper HSTP.DS-Gloss with a glossary on digital signage. Three work items will be continued under Q13/16 in the next study period (H.DS-ASM, H.DS-CASF and H.DS-FIS). Q14/16 agreed to discontinue the now obsolete HSTP.DS-WDS on web-based digital signage. The Question did not prepare any outgoing liaison statements and will not hold any meetings in the interregnum period.
Question 21/16 summary
Question 21/16 experts met for ten sessions during this meeting to discuss multimedia framework, applications and services addressed in 19 contributions. Work completed on six draft new Recommendations and the Question agreed to start five new work items. Three outgoing LSs were prepared and two work items were discontinued at this meeting. Q21/16 plans to hold an interim meeting together with other SG16 Questions in the November 2020 timeframe. The Question agreed on nominating Ms Nijingnan Zhang (China Unicom, China) to be an Associate Rapporteur, who will assist the Rapporteur in the management of liaison statements.
Question 22/16 summary
Question 22/16 on distributed ledger technologies and e-services was addressed in seven sessions to progress its various work items. Q22/16 completed work on three draft new Recommendations: ITU-T F.751.0 (ex F.DLS), ITU-T F.751.1 (ex F.DLT-AC) and ITU-T H.751.2 (ex H.DLT), and there were two new work items created, F.DLT-FIN "Financial distributed ledger technology application guideline" and HSTP.DLT-Risk "DLT-based Application Development Risks and their Mitigations". Experts proposed continuation of the Question in the next study period with the same mandate. The Question plans one interim Rapporteur group meeting and produced one outgoing liaison statements at this meeting. The Question proposed holding a series of interactive webinars ("meet-ups") involving DLT technology developers, service providers, research institutions, United Nations agencies, regulators, and other related professionals to increase collaboration with the global DLT community and build on the network of experts developed by the now closed FG-DLT, and identify new standardization areas that could be pursued by Q22/16. Question 23/16 summary
Question 23/16 had its inaugural session at this meeting of SG16, with its newly adopted text and Rapporteur, Mr Hong (Norman) Chen (BUPT, China), and Associate Rapporteur, Mr ShiZhong Xu (UESTC, China). Experts met for four sessions during this meeting and agreed to start new work on ITU-T F.DC-CGS-FRA (Reference framework for cloud gaming system), ITU-T F.DC-CRATS-Meta (Metadata for cultural relics and artworks tracing system based on block chain), ITU-T F.DC-IRS-RA (Reference Architecture for an Image Recognition System for Cultural Relics and Artworks), ITU-T F.DC-MTCPS (Reference architecture for mobile terminal computational photography system). The Question also received related work items previously allocated to Q21/16: F.DICHE-RC, F.CGS-RAS, F.ARMSMeta, F.ARMS and F.DECRM. The Question prepared a reply LS to MPEG. Q23/16 plans to hold an interim meeting together with other SG16 Questions in the November 2020 timeframe.
Question 24/16 summary
Question 24/16 on human factors was addressed in four sessions to review six Contributions and various liaison statements. During the sessions, the Question progressed on several work items and completed work on three draft new Recommendations: ITU-T H.862.1 on a data model for the sleep management services, ITU-T H.862.2 on annotation methods for biosignal data and ITU-T H.862.3 on requirements of voice management interface for human-care services. There was one new work item created at this time, on a framework for defining readiness level of AI technology with respect to human factors. Experts proposed continuation of the Question in the next study period as "Human factors for intelligent user interfaces and services". The Question produced no outgoing liaison statements at this meeting and plans on holding one interim meeting.
Question 26/16 summary
Question 26/16 on ICT accessibility was addressed in eight sessions to review 11 contributions and a number of Liaison Statements. Work was completed on ITU-T H.702 (V2) on accessibility profiles for IPTV systems and ITU-T F.922 (ex F.ACC-ISSVReq) on requirements of information service system for visually impaired persons. Work was also completed for a twin text resulting from Q26/16 collaboration with ISO/IEC SC35 "User interfaces", ITU-T T.701.11 (ex H.ACC.AltText) | ISO/IEC 20071-11, that provides guidance on text alternatives for images. The Question also completed work for two Technical Papers, FSTP.ACC-WebVRI with guideline on Web-based remote sign language interpretation (VRI) and FSTP.ACC-ALD with an overview of assistive listening systems.
Question 27/16 summary
Question 27/16 deals with vehicular Gateway telecom platforms in intelligent transportation systems. There were six contributions addressing Q27/16 work items and two of them proposed the creation of a new Question on vehicular multimedia. After discussion of the latter proposal in a plenary ad hoc group, it was agreed to merge the proposed new vehicular multimedia work items into Q27/16. The modified ToR for the Question was reviewed and adopted for the next study period. The six contributions to Q27/16 included one related to F.VS-AIMC and three related to F.VM-URVMN. Work was completed on the latter as ITU-T F.749.3 "Use cases and requirements for the vehicular multimedia networks", which is the first deliverable from the ITU-T FG-VM. Work started on a new ITU-T F.VG-AD-Reqs on information requirements for automated driving, and on a Technical Paper FSTP.SS-OTA with a survey on over-the-air updates. There were ten incoming liaison statements to the Question and it prepared three outgoings LSs: one LS announces the Consent of F.749.3 (ex F.VM-URVMN) to ITU-T SGs and related SDOs, one reply LS to ETSI TC ITS, and one to SG17 and CITS on the new Technical Paper FSTP.SS-OTA. Q27/16 plans to meet in two interim Rapporteur group meetings and during the next SG16 meeting in April 2021. JVDS will also meet during these three meetings.

Q28/16 met to discuss safe listening, brain informatics, UHD medical imaging and personal connected health devices as well as new work items. The Question forwarded eight revised Recommendations in the Personal Health Systems conformance testing series (H.841, H.850.1 to H.850.7) for Consent. It agreed to create seven new work items on telemedicine and digital health. The Question will hold three virtual interim meetings on safe listening and another one on general Q28/16 topics. No outgoing LSs were produced.
