Structure of the World Telecommunication Standardization Assembly (WTSA-04)

Committee 1 - Steering Committee

Terms of reference:
  • To coordinate all matters connected with the smooth execution of the work of the Assembly.
  • To plan the order and number of meetings, avoiding overlapping wherever possible, in view of the limited number of members of some delegations.
Committee 2 - Budget Control

Terms of reference:
  • To determine the organization and the facilities available to the delegates, to examine and approve the accounts for expenditure incurred throughout the duration of the Assembly.
  • To report to the Plenary Meeting on the estimated total expenditure of the Assembly, as well as an estimate of the costs that may be entailed by the execution of the decisions taken by the Assembly.
  • To examine the estimate of the financial needs of ITU-T up to the next WTSA for the purpose of establishing the biennial budget subsequent to the convening of the Assembly.
  • To develop, consistent with the WTSA work programme, preliminary ITU-T proposals into the ongoing process of designing and implementing a results-based budgeting system and a prototype for linking strategic, financial and operational planning.
Committee 3 - Working methods of ITU-T

Terms of reference:
  • To consider and, in accordance with § 1.3.3.5 of Section 1 of Resolution 1, prepare proposals on the ITU-T work methods on the basis of:
    • the report of the Telecommunication Standardization Advisory Group (TSAG), including any proposals on the working methods of ITU-T relating to efficient implementation of the ITU-T work programme;
    • proposals from Member States and Sector Members.
  • To examine the conditions, rules and coordination arrangements with other relevant standardization organizations, and with forums and consortia.
  • To take note of the outcome and any proposed implementation strategies with respect to the relevant results of the Plenipotentiary Conference, including:
    • No. 241A of the Convention concerning the possible admission of entities or organizations to participate as Associates in the work of a given study group or subgroups thereof;
    • Resolution 82 (Approval of Questions and Recommendations);
    • Resolution 104 (Reduction of the volume and cost of documentation for ITU conferences);
    • Resolution 122 (The evolving role of the World Telecommunication Standardization Assembly).
  • To report to the Plenary Meeting on specific decisions to be taken by the Assembly.
Committee 4 - Work programme and organization of ITU-T

Terms of reference :
  • To examine and, in accordance with No. 1.3.3.4 of Section 1 of Resolution 1, prepare proposals on the programme and organization of the work of ITU-T on the basis of the review of Questions set for study or further study.
  • To examine the pertinent sections of the report of TSAG setting out the allocation of work to the study groups, and an organizational structure necessary to support the work programme.
  • To consider proposals from Member States and Sector Members.
  • To take note of the outcomes and determine any future strategy with respect to the relevant results of the Plenipotentiary Conference, including:
    • No. 205A of the Convention concerning the preparation of a rolling four-year operational and financial plans of activities to be undertaken by the Bureau in support of the Sector as a whole;
    • Resolution 16 (Refinement of the Radiocommunication Sector and Telecommunication Standardization Sector);
    • Resolution 90 and Resolution 110 (Review of the contribution of Sector Members towards defraying the expenses of the International Telecommunication Union);
    • Resolution 72 (Linking strategic, financial and operational planning in ITU);
    • Resolution 25 (Strengthening the regional presence);
    • Resolution 106 (Review of the ITU structure);
    • Resolution 123 (Bridging the standardization gap between developing and developed countries).
  • To report to the Plenary Meeting on specific decisions to be taken by the Assembly.
Committee 5 - Telecommunication network infrastructure - Reports by the study groups concerned (SG 4, 5, 6, 9, 11, 12, 13, 15, 16, 17 and SSG)

Terms of reference:
  • To examine the reports of Study Groups 4, 5, 6, 9, 11, 12, 13, 15, 16, 17 and SSG (with the exception of the list of Questions) and the proposals submitted relating to their activities.
  • To report to the Plenary Meeting on specific decisions to be taken by the Assembly.
  • To consider proposals from Member States and Sector Members.
  • To take note of the outcomes with respect to the relevant results of the Plenipotentiary Conference, including:
    • Resolution 101 (Internet Protocol (IP)-based networks);
    • Resolution 102 (Management of Internet domain names and addresses);
    • Resolution 130 (Strengthening the role of ITU in information and communication network security).
Committee 6 - Telecommunication services and tariff issues - Reports by the Study Groups concerned (SG 2 and 3)

Terms of reference:
  • To examine the reports of Study Groups 2 and 3 (with the exception of the list of Questions), and the proposals submitted relating to their activities.
  • To report to the Plenary Meeting on specific decisions to be taken by the Assembly.
  • To consider proposals from Member States and Sector Members.
  • To take note of the outcomes with respect to the relevant results of the Plenipotentiary Conference, including:
    • Resolution 21 (Special measures concerning alternative calling procedures on international telecommunication networks);
    • Resolution 22 (Apportionment of revenues in providing international telecommunication services);
    • Resolution 102 (Management of Internet domain names and addresses);
    • Resolution 89 (Coping with the decreased use of international telex service);
    • Resolution 79 (International Telecommunication Regulations);
    • Resolution 121 (Review of the International Telecommunication Regulations);
    • Resolution 133 (Role of administrations of Member States in the management of internationalized (multilingual) domain names).
Committee 7 - Editorial Committee

Terms of reference:
  • To refine the wording of any texts, such as resolutions, arising from WTSA's deliberations and also to align the texts in the official languages.
