​Access to the INR database is restricted to ITU Member States and ITU-T Sector Members.

T.3-2 Allocation and management of international telecommunication numbering, naming, addressing and identification resources in accordance with ITU-T recommendations and procedures

ITU assigns about two-dozen types of International Numbering Resources (INRs), either directly or indirectly.

​Each year, 24 Operational Bulletins are published in 6 languages and some 20 annexes on the list​​s of codes are kept up to date.​

Pursuant to the recommendations of Council 2015, revenue generation from INRs was further discussed in the Council Working Group on Financial and Human Resources (CWG-FHR) meeting held in October 2015.

​Two reports of misuse of numbering resources were received in 2015, one of which was titled “test”. Recommendation ITU-T E.156 “Guidelines for ITU-T action on reported misuse of E.164 number resources” is under revision to include new cases of misuse and to investigate more efficient means of combating misuse.​
