The Plenary of the 2018 Plenipotentiary Conference endorsed a Recommendation by Committee 5, instructing the Secretary-General to submit an information document to the 2022 Plenipotentiary Conference (PP-22), reflecting the rights and obligations of the various categories of membership and participation in the work of ITU. The present document is submitted in response to said instruction.
