The fourth edition of the ITU’s World Telecommunication Development Report —specially prepared for the second World Telecommunication Development Conference (Malta, March 1998)—examines universal access. The growing importance of electronic information for economic, educational and social advancement highlights how critical universal access to communications has become. With over 40 million people waiting for a telephone line worldwide and with some least developed countries having telecommunication penetration levels up to 200 times below that of developed countries, universal access stands as one of the key issues confronting governments around the world. The report also presents the ITU's authoritative World Telecommunication Indicators for year end 1996. These statistics monitor the main telecommunication indicators as well as multimedia statistics such as PCs, Internet hosts and television sets for 200 plus economies world-wide.
