Assessment framework for the usage of industrial internet platform in smart sustainable cities​

​The members held detailed deliberations to clearly identify the gaps with respect to two new proposed work items related to Industrial Internet Platform, one in Q4/20 and one in Q7/20. There was no consensus as a result of discussions, however a clear path forward was agreed upon among the related members. The identified gaps will be addressed by the parties and are targeted to be closed by utilizing the Q4/20 mailing system (both work items will be discussed through the Q4 mailing system). Subsequently, modified and agreed new work item(s) will be potentially submitted as Contribution(s) to the next SG20 meeting.

Reference framework of converged service for identification and authentication for IoT devices in decentralized environment​

​​​After discussions during the SG20 closing plenary, the creation of this work item was approved.

Concerning the Draft Recommendation ITU-T Y.4459 (ex Y.IoT-Interop), after discussions during the SG20 closing plenary, it was agreed that TD1548-R5 could be posted as AR text for the Additional Review period.

TSB informed that no AAP announcement will be made on 1 January 2020 since ITU will be closed. Consequently, the AAP comment-submission deadline for Draft Recommendation ITU-T Y.4459 (ex Y.IoT-Interop) will be extended until 11 January 2020.

Newcomers' session
The newcomers' session took place on Tuesday 26 November 2019. Mr Marco Carugi, Q2/20 Rapporteur and ITU-T SG20 Mentor delivered the following presentations:
​Summary of Questions' Results

Working Party 1/20


Question 1/20 - "End to end connectivity, networks, interoperability, infrastructures and Big Data aspects related to IoT and SC&C" summary

The Associate Rapporteur of Q1/20 (Mr Chao Ma) opened the discussions and presented the draft agenda contained in TD1381-R6.

Question 1/20 discussed four Contributions, eight incoming Liaison Statements and four FG-DPM Deliverables which were assigned to Q1/20 as contained in TD1474​. As a result, Q1/20 agreed to submit draft Recommendation ITU-T Y.SC-OpenData “Framework of open data in smart cities” to WP1/20 Plenary for consent. Q1/20 experts also agreed to initiate the following three draft new Recommendations and one draft new Supplement: ​During the meeting, Q1/20 experts made progressed on one ongoing draft Recommendation ITU-T Y.infra “Sensing device managament system for city infrastructure”. Q1/20 also produced nine output documents.

The meeting report of Q1/20 (TD1401-R5​) was approved at the closing plenary of WP1/20.

Question 2/20 - "Requirements, capabilities, and use cases across verticals" summary
The Rapporteur of Q2/20 (Mr Marco Carugi) opened the discussions and presented the draft agenda contained in TD1382-R10.

The Question 2/20 meeting addressed 26 Contributions and 33 TDs. The meeting had lively exchanges and relevant inputs were provided by both physical and remote participants throughout the meeting sessions, in particular - but not limited to - with respect to the received Contributions.

The objectives for this meeting were to make progress to all existing work items, including - as key priority – to request for consent of two draft Recommendations, ITU-T Y.smartport “Requirements for interoperation of the Smart Port with the Smart City" and ITU-T Y.IoT-EC-reqts "IoT requirements for support of edge computing”, to request for agreement of draft Supplement ITU-T Y.Sup.SCC-Use-Cases “Use cases of smart cities and communities”, and to consider any new relevant input. One new work item proposal was also received at this meeting.

The Question made progress on 10 ongoing draft Recommendations and 2 ongoing draft Supplements. Q2/20 experts agreed to submit the following two draft Recommendations to the WP1/20 closing plenary for consent: ITU-T Y.smartport; and ITU-T Y.IoT-EC-reqts, and one draft Supplement for agreement: ITU-T Y.Sup.SCC-Use-Cases.

Two new work item proposals were agreed for submission to the WP1/20 closing plenary. Six out-going Liaison Statements were also agreed for submission to the WP1/20 closing plenary.

The meeting discussed on the “Future of Q2/20”. However, it was agreed that the main discussion should take place at the sessions scheduled on “Discussion on SG20 structure”​.

The meeting report of Q2/20 (TD1402-R3​) was approved at the closing plenary of WP1/20.

Question 3/20 - "Architectures, management, protocols and Quality of Service" summary
The Rapporteur of Q3/20 (Ms Shane He) opened the discussions and presented the draft agenda contained in TD1383-R6

The meeting considered in total 15 Contributions and 15 incoming liaison statements which were related to Q3/20. According to the Contributions and discussion, the 12 ongoing WIs have made good progress. During the meeting, it was agreed to send three draft Recommendations to WP1/20 meeting for consent including their respective A.5 Justification. Furthermore, two outgoing liaison statements were drafted and sent to WP1 meeting.

The meeting report of Q3/20 (TD1403-R3) was approved at the closing plenary of WP1/20.

Question 4/20 - "e/Smart services, applications and supporting platforms" summary
The Rapporteur of Q4/20 (Mr Gyu Myoung Lee) opened the discussions and presented the draft agenda contained in TD1384-R8.

At the meeting, Question 4/20 discussed 22 Contributions. Q4/20 produced 32 output documents including the meeting report.

Q4/20 experts submitted for consent the following draft Recommendations:​ Additionally, draft Supplement ITU-T Y.Sup.4409 “Implementation Guidelines to Recommendation ITU-T Y.4409” was submitted for agreement. Q4/20 also submitted seven new work items for agreement and prepared 3 outgoing liaison statements. The living list on "Analysis and applications of smart cities service based on social media platform" was prepared as contained in TD1566.

The meeting report of Q4/20 (TD1404-R3) was approved at the closing plenary of WP1/20.

Working Party 2/20

Question 5/20 - "Research and emerging technologies, terminology and definitions" summary
The Rapporteur of Q5/20 (Mr Sébastien Ziegler) opened the discussions and presented the draft agenda contained in TD1385-R7.

A new work item has been agreed, namely draft Recommendation ITU-T Y.smart-oceans “Overview of smart oceans and seas, and requirements for their ICT implementations”, based on Contribution C641-R1, the output documents are available as TD1482 and TD1483-R1.

Progress was made on the draft Supplement ITU-T Y.Sup.Interact-P-D-cities “Interaction between physical and digital cities for building smart sustainable city” based on Contribution C640-R1. The latest version of the Supplement is contained in TD1485. Q5/20 experts agreed to continue working on this draft Supplement and submit it for agreement to the next meeting.

Progress was made on draft Supplement ITU-T Y.Sup.AI4IoT “Unlocking Internet of things with artificial intelligence” based on Contribution C698 and TD1477-R2. Q5/20 experts made suggestions for improvement on the content of the text and agreed to continue working on this work item.

Finally, Q5/20 compiled the response to the incoming LS on approval of new terms and definitions received from SCV (TD1508), stating the support of SG20 to the activities of SCV by inviting all editors to share identified new terms and definitions with SCV as early as possible while maintaining overall work efficiency. The liaison statement also transmits the deliverable prepared by the Focus Group FG-DPM on the definitions adopted by the FG.

The meeting report of Q5/20 (TD1405-R3​) was approved at the closing plenary of WP2/20.
 
Question 6/20 - "Security, privacy, trust and identification for IoT and SC&C" summary
The Rapporteur of Q6/20 (Mr Abdulhadi AbouAlmal) opened the discussions and presented the draft agenda contained in TD1386-R14.

Q6/20 has held several sessions with the following objectives:​
Good progress has been made through discussions on a number of draft Recommendations under the list of ongoing work items (WIs). Three new work items Y.Sup.Pot_API4IOT, YSTR.Feas-DID-IoT and Y.Data.Sec.IoT-Dev were submitted to WP2/20 for consideration.

A proposal for a new work item ITU-T Y.IoT-CSIADE-fw "Reference framework of converged service for identification and authentication for IoT devices in decentralized environment" was also discussed. The A.1 justification and baseline texts were updated to reflect the concerns expressed by different members. However, no consensus was reached in the Q6/20 meeting and this item was deferred to WP2/20 plenary. As no agreement was reached during the WP2/20 plenary, this work item was deferred to the SG20 closing plenary for further discussion (see above). 

One Draft Recommendation ITU-T Y.IoT-Agility "Agility by design for Telecommunications/ICT Systems Security used in the Internet of Things" was submitted for consent.

Q6/20 worked on the preparation of the Additional Review text of Draft Recommendation ITU-T Y.4459 (ex Y.Iot-Interop). The discussion on this item was deferred to the WP2/20 plenary. As no consensus was reached at the WP2/20 Plenary, the discussion was deferred to SG20 plenary (see above).

The meeting report of Q6/20 (TD1406-R4​) was approved at the closing plenary of WP2/20.      
 
Question 7/20 - "Evaluation and assessment of Smart Sustainable Cities and Communities" summary
The Co-Rapporteurs of Q7/20 (Mr Okan Geray and Mr Keng Li) opened the discussions and presented the draft agenda contained in TD1387-R6.

Q7/20 has held several meeting sessions between 27 November and 6 December 2019. The objectives for these sessions were to:​
In this meeting, Q7/20 received six Contributions and one document from the ITU FG DPM; no specific incoming liaison statement for Q7/20 was received. All the incoming liaison statements to SG20 and its Questions have been reviewed and discussed.

Significant progress has been made on a number of draft Recommendations under the ongoing work items list (WIs).

Two new work item proposals, draft Supplement Y.Sup-SSC-UCE and draft Recommendation Y.AUIIP-SSC were submitted for consideration to WP2/20 plenary.

Additionally, three new work item proposals (Y.AFDE-SSC, Y.AFDC-SSC and Y.Sup.DCVCS) based on ITU FG DPM D5 (which was assigned to Q7/20 during the SG20 plenary) were submitted to WP2 for approval. At the WP2/20 and SG20 closing plenary, it was agreed to not approve these new work item and include them in the living list as contained in TD1604. Draft Recommendation ITU-T Y.4903rev “Key performance indicators for smart sustainable cities to assess the achievement of sustainable development goals” was decided to be submitted for consent (TD1581).

Draft Recommendation ITU-T Y.IoT-EH-PFE “Performance evaluation frameworks of e-health systems in the IoT”, which was planned for consent at this meeting, has been discussed in detail. It was decided that it will be proposed for consent at the next SG20 meeting due to content and editorial issues.

Existing work items have been updated according to the discussions on the relevant contributions submitted.

The meeting report of Q7/20 (TD1407-R4) was approved at the closing plenary of WP2/20.

ITU-T SG20 Regional Groups
ITU-T SG20 Regional Group for Africa (SG20RG-AFR)​ 
The report of the second SG20RG-AFR meeting, 27-29 August 2019 (Abuja, Nigeria) was presented as in TD1410.

ITU-T SG20 Regional Group for Latin America (SG20RG-LATAM)
The report of the second SG20RG-LATAM meeting, 11-12 September 2019 (San Salvador) was presented as in TD1411.
As discussed during the SG20RG-LATAM meeting, SG20 experts were informed that Mr Héctor Carril would be unable to continue in his role as SG20RG-LATAM Chairman and it was suggested to appoint Mr Edgard Rodas of SIGET, El Salvador as new SG20RG-LATAM Chairman. It was agreed to appoint Mr Edgard Rodas as SG20RG-LATAM Chairman.
TD1449-R2 contains the request from Argentina to consider the appointment of Mr Juan Pablo Martín from Argentina as SG20RG-LATAM Vice-chairman. This request was noted and agreed. 
TD1451-R1 contains the request from Dominican Republic to consider the appointment of Mr Neil Checo from Dominican Republic as SG20RG-LATAM Vice-chairman. This request was noted and agreed. 
 
ITU-T SG20 Regional Group for the Arab Region (SG20RG-ARB) 
The report of the third SG20RG-ARB meeting, 7 October 2019 (Riyadh) was presented as in TD1465.

Joint Coordination Activity on Internet of Things and Smart Cities and Communities (JCA-IoT and SC&C) 
The twenty second meeting of the JCA-IoT and SC&C took place on 28 November 2019 under the Chairmanship of Mr Hyoung Jun Kim and Mr Fabio Bigi. All the meeting documents can be found here. The Final Report of the 22nd JCA-IoT and SC&C meeting can be found here (also TD1586). 

As per suggestions from the discussion of the JCA-IoT and SC&C meeting, it was agreed to convert the JCA-IoT and SC&C Roadmap into a Supplement. In this regard the ITU-T A.13 justification and the baseline text for this Supplement were prepared as contained in TD1600-R1 and TD1601

The new work item was approved and the Supplement was agreed at this meeting. 

Additionally, during the meeting TSB secretariat reported on the creation of the Joint IEC-ISO-ITU Smart Cities Task Force (J-SCTF). 

TSB also informed the JCA-IoT and SC&C that IEC, ISO and ITU were requested to designate a leader and experts to represent each corresponding organization in the Joint IEC-ISO-ITU Smart Cities Task Force (J-SCTF).

As a result of the discussions that took place during the JCA IOT and SC&C meeting and to respond to TSB's request, the following experts have been appointed to represent ITU at the J-SCTF:
Additional experts will be appointed at a later stage.

Mr Nasser Saleh Al Marzouqi, SG20 Chairman has been appointed to be the leader representing ITU at the J-SCTF. 

A liaison statement was prepared to inform the Joint IEC-ISO-ITU Smart Cities Task Force (J‑SCTF) on the above as contained in
TD1590-R1. 

​Collaboration matters and information sharing
​The following TDs were presented and noted during the SG20 opening plenary:
A Special Session on Updates on the WSIS Process and linkages with the Study Groups was held on Monday 2 December 2019. The presentation is contained in TD1522.

Highlights of TSAG (September 2019) relevant to ITU-T SG20
TSB provided an overview of the main results of the 4th TSAG meeting that took place from 23 to 27 September 2019 relevant to ITU-T SG20 as contained in TD1471.

The following TDs were also presented and noted during the SG20 opening plenary:              
Special session on ITU-T Study Group 20 future
Several sessions dedicated to discussing ITU-T SG20 future mandate, structure and terms of reference of its Questions took place from 25 November to 6 December 2019.

These sessions were organized to follow up on TSAG-LS20 and in preparations for WTSA-20.

ITU-T SG20 agreed to start reviewing Annex 2 Current Mandate of ITU-T SG20 as set in Resolution 2 (Rev. Hammamet, 2016) and to work on the proposed SG20 Structure.

In this regard, two Ad-hoc Groups were created:          
A session on the Discussion on ITU-T SG20 Structure took place on Thursday 5 December 2019 and was chaired by SG20 Chairman. The highlights of the discussions are contained in TD1599-R1.

This issue was further discussed during the SG20 Closing Plenary and the outcome of the discussions is contained in TD1599-R2. It was agreed that an outgoing liaison statement will be sent to inform TSAG regarding the discussions and results of the SG20 meeting.

Additionally, it was agreed that an e-meeting will take place in March 2020 presenting a proposed structure that will be developed by SG20 management team. Further discussions on this matter will be held in a series of sessions that are expected to take place in conjunction with the Rapporteur meetings of Q1/20, Q2/20, Q3/20 and Q4/20 that will take place between 26 March and 3 April 2020 in Geneva.
