Summary of Questions' results

Question 1/16 summary

Q1/16 held two meeting sessions: A first session on Tuesday 20 April 2021 and a second on 27 April 2021. The target of these meetings was to review the incoming liaison statements and identify the ones that needed reply. Five outgoing liaison statements were produced.

Question 5/16 summary

Question 5/16 met for eleven sessions during the SG16 meeting, to review 22 contributions. Work was completed for ITU-T F.748.12 (ex F.AI-DLFE) on deep learning software framework evaluation methodology, F.748.13 (ex F.AI-MLTF) on a technical framework for shared machine learning systems and F.Sup4 providing an overview of convergence of artificial intelligence and blockchain. Q5/16 progressed its many work items and agreed to start nine new work items for AI in multimedia studies (ITU-T F.AI-CPP, F.AI-VDSLWS, F.ADT4MM, F.TCEF-FML, F.FDIS, F.AI-ISD, F.DH-2D, F.DH-FM, F.AI-RSRSreqs). The Question produced nine outgoing liaison statements at this meeting. Mr Yuwei WANG (ICT CAS, China) was appointed as Associate Rapporteur for the Question.

Question 6/16 summary

The primary goals for Question 6/16 at this meeting of SG16 were to review the progress of Q6/16, JVET, and JPEG work. On topics related to the coding of video and images, Q6/16 forwarded eight revised Recommendations for AAP Consent (H.264 V14 advanced video coding, H.265 V8 high efficiency video coding, H.273 V2 coding-independent code points for video signal type identification, T.801 V2 JPEG 2000 extensions, T.803 V2 JPEG 2000 conformance testing, T.804 V3 JPEG 2000 reference software, T.815 V2 encapsulation of JPEG 2000 images into ISO/IEC 23008-12, and T.873 V2 JPEG reference software) and also submitted a revised Supplement for Approval (H.Sup19 on usage of video signal type code points). A substantial portion of the video coding work of Question 6/16 is being conducted jointly with ISO/IEC JTC1/‌SC 29 in a joint collaborative team known as the Joint Video Experts Team (JVET), and a substantial portion of the image coding work of Question 6/16 is conducted jointly with ISO/IEC JTC1/‌SC29/WG1 (JPEG). A meeting of JVET was held via teleconference in alignment with this meeting of SG16 under its auspices. JVET is tasked with maintenance and enhancement of Versatile Video Coding (H.266 VVC) and associated Versatile Supplemental Enhancement Information (H.274 VSEI), and with exploration studies of future video coding technologies. In the interim period since the last meeting of SG16, the Joint Collaborative Team on Video Coding (JCT-VC) was discontinued, and its activities were also moved into the scope of JVET, including the maintenance and enhancement of HEVC (H.265), AVC (H.264) and CICP (H.273). The closure of JCT-VC and revised Terms of Reference for JVET were confirmed at the current meeting of SG16. Meetings of the JPEG and MPEG working groups and advisory groups of SC29 were also held during the current meeting of SG16, and joint discussions were held between these groups and Q6/16. Q6/16 is planning to hold two Rapporteur meetings and two JVET meetings before the next SG16 meeting in January 2022 and to hold a JVET meeting in a collocated fashion with the next SG16 meeting in January 2022 under its auspices. At this meeting, Jens-Rainer Ohm is proposed as the new chair for the JVET representing ITU-T SG16. The Question prepared two outgoing liaison statements​.

Question 7/16 summary

Question 7/16 no longer exists, as it has been merged into Q6/16.

Question 8/16 summary

In addition to meeting during five sessions for ILE-specific discussions, Question 8/16 also met once jointly with Questions 5/16, 12/16 and 21/16, and once jointly with Questions 5/16 and 6/16 during this SG16 meeting. Q8/16 discussed seven contributions and 20 incoming liaison statements. As the results, Q8/16 agreed to initiate two new work items: a new Recommendation H.IIS-reqts on requirements of interactive immersive services, and a revision of H.430.3 "Service scenario of immersive live experience (ILE)". In addition, Q8/16 agreed to send two LSs: a reply LS to ISO/IEC JTC1/SC29/WG3 (MPEG Systems), and another informing relevant organizations about Q8/16's new work item on interactive immersive services. During Q8/16 meeting, the Question description was briefly reviewed; while no changes were proposed at this time, specific changes and work item updates might be proposed in a future meeting. Q8/16 plans to have one rapporteur group meeting before the next SG16 meeting.

Question 11/16 summary

Question 11/16 worked on revisions of the H.323v8-series. Q11/16 reviewed final text for a new edition of the common text Rec. ITU-T H.222.0 | ISO/IEC 13818-1, which was proposed for AAP Consent, and agreed to discontinue some telepresence-related work items. No outgoing liaison statements were proposed and the Question does not plan to hold any interim Rapporteurs meeting​.

Question 12/16 summary

Question 12/16 held nine sessions during the SG16 meeting and reviewed 16 contributions. During the sessions, Q12/16 completed ITU-T F.735.2 (ex H.SDC), F.743.12 (ex F.ECVSReqs) and T.627 (ex F.TSVSN) for AAP Consent. The Question progressed on work items including F.5GUHDC, F.IVS-CRM, H.HVSProt and FSTP-VS-SDCA. The Question agreed to start four new work items: Recommendations F.ATVSReqs, F.IVS-ISC, and F.VSSReqs, and a technical paper FSTP-VS-ECSR. The Question produced three outgoing liaison statements at this meeting. The Question plans on holding two interim (e-)meetings.

Question 13/16 summary

During this SG16 meeting, Question 13/16 progressed the work on six draft Recommendations: H.721 (V3), H.IPTV-TDES.7, H.IPTV-LSFA, H.CDN-MECArch, H.MCDN-CRRS and H.IPTV-PS. The Question started one new work item ITU-T H.IPTV-QUICReq "Requirements for live streaming system based on QUIC". The Question prepared 12 outgoing liaison statements. The group agreed to submit two Recommendations for AAP Consent at this meeting: new ITU-T H.644.4 (ex H.CDN-MECArch) "Architecture for mobile edge computing enabled content distribution networks" and ITU-T H.753 Cor.1 "Scene-based metadata: Correction on 'Scene on Demand' definition and abbreviation". The group plans to hold a rapporteur meeting in the September/October 2021 timeframe, in addition to one e-meeting.

Question 14/16 summary

Question 14/16 no longer exists as a separate Question, as it has been merged into Q13/16.

Question 21/16 summary

Question 21/16 experts met for fourteen sessions during this meeting, where it agreed to start four new work items and to submit for AAP Consent two draft new Recommendations on civilian unmanned aerial vehicles: ITU-T F.749.13 (ex H.CUAV-AIF) with a framework and requirements for CUAV flight control using artificial intelligence and F.749.14 (ex F.CUAV-C) on requirements for CUAV coordination. Q21/16 had a joint meeting with Q5/16, Q8/16 and Q12/16 for one session to discuss the new work item F.DHAS and F.CVR-RRF. Q21/16 had a joint meeting with Q13/16 for one session to discuss the handover of CDN work including completed ITU-T H.CDN-MECArch and new work item F.QUICLVS-reqs, both further handled under Q13/16. Q21/16 prepared four outgoing LSs. Q21/16 plans to hold an interim meeting together with other SG16 Questions in September 2021.

Question 22/16 summary

Question 22/16 reviewed six contributions. Three new work items were created: ITU-T H.DLT-FAM "Functional assessment methods for distributed ledger technology platforms", ITU-T H.DLT-PAM "Performance assessment methods for distributed ledger technology platforms" and ITU-T H.DLT-TFI "Technical framework for DLT interoperability". The Question did not prepare any outgoing liaison statements and plans to hold one interim meeting online, as well as on continuing the monthly DLT meet-ups.

Question 23/16 summary

Question 23/16 received four contributions proposing to create new work items, three proposing to progress the ongoing work items, and one proposing an AAP Consent. Q23/16 also has a topic for discussion to confirm the approval progress of new work item F.DC-CGS-TREC which was left pending from the rapporteur group meeting held in 14-15 December 2020. The experts agreed on using the APP approval process for F.DC-CGS-TREC "Technical requirements of cloud gaming system for 5G mobile edge computing". Eight contributions were reviewed, and the drafts of ITU-T F.DC-IRS-RA, F.DC-CRATS-Meta and F.DC-CGS-FRA were progressed. Work on ​ITU-T F.740.2 (ex F.ARMS) "Requirements and reference framework for digital representation of cultural relics/artworks using augmented reality" was completed. Q23/16 also agreed to create four new work items: F.DC-AWBE "Cross-device data collection and annotation for AWB enhancement in mobile terminal computational photography systems"; F.DC-IAA-Meta "Metadata for image aesthetics assessment with aesthetic attributes in mobile terminal computational photography systems"; F.DC-MTCPS-PFM "Processing flow and metadata of mobile terminal computational photography systems"; and F.ARMSOR "Technical requirements of object recognition for digital representation of cultural relics/artworks using augmented reality". Three outgoing liaison statements were prepared, and the Question plans on holding one interim meeting.

Question 24/16 summary

Question 24/16 was addressed in four sessions during this SG16 meeting. Q24/16 agreed to submit two draft new Recommendations for AAP Consent at this meeting: ITU-T H.862.4 (ex F.FW-OFT) on a framework for ICT olfactory function test systems, and H.862.5 (ex F.EMO-NN) on emotion enabled multimodal user interface based on artificial neural networks. At the WP2/16 closing plenary, ITU-T F.747.10 (ex F.DLS-SHFS) with requirements of distributed ledger systems (DLS) for secure human factor services was changed to the TAP process, and proposed for Determination. No new work items were proposed at this time. Interim Rapporteur meetings are planned to be held online in September and November 2021. The Question produced no outgoing liaison statements at this meeting​.

Question 26/16 summary

Question 26/16 sessions counted with participation of persons with disabilities, with real-time captioning being provided in addition to interpretation in American Sign Language and British Sign Language. Progress was made on accessible remote meeting participation and on the specifications for a humanitarian global relay service. The Question concluded work on Technical Paper ITU-T HSTP.ACC-UC "Use cases of IPTV accessibility" at this meeting. There was a detailed discussion on captioned telephone technology as well as associated metrics to help deaf and hard of hearing persons, especially during the COVID-19 pandemic. Q26/16 also had an opportunity to discuss how to bridge the digital divide for elderly people. Q26/16 agreed to start collaboration with ITU-T SG9 on a specification for common user profiles, inviting other interested parties in broadcasting and content creation.

Question 27/16 summary

There were ten contributions discussed by Question 27/16 at this meeting, one related to F.VS-AIMC, one related to FSTP.SS-OTA, two related to F.VG-AD-Reqs, and five related to proposed new work items. Q27/16 noted one contribution related to a new work item derived from the work of FG-VM WG2. Q27/16 agreed to start work items on new ITU-T F.VM-VMA on architecture of vehicular multimedia systems, F.VGP-RDSreqs on requirements for remote driving service based on vehicle gateway platform, H.VMMA-FCR on in-vehicle multimedia applets-framework and capability requirements, F.DVMSF-Edge on distributed multimedia vehicular services framework for V2X based edge computing, and H.Sup.ITS-SD on requirements for intelligent traffic sensing devices in roadside. There were 14 incoming liaison statements to the Question and it prepared three outgoing LSs. Q27/16 reported the closure of JVDS activities and the discontinuation of three work items (see JVDS report: TD355/WP2). Mr Hongki Cha (ETRI, Rep. of Korea) was appointed as Associate Rapporteur for the Question. Q27/16 plans to meet in two interim rapporteur group meetings and join one interim WP2/16 meeting before the next SG16 meeting in January 2022.​

Question 28/16 summary

The most important outcomes of this Question 28/16 meeting were two new Recommendations on personal health guidelines agreed for AAP Consent at this meeting. A Technical Paper HSTP.CONF-H870 was Approved, which has been jointly developed with WHO and which defines the conformance testing specification for safe-listening devices. Q28/16 also made progress on F.ACC-TH, Accessible Telehealth, which defines accessibility requirements on telehealth and is especially important during the COVID-19 pandemic. For this, Q28/16 is planning a joint webinar with WHO. Q28/16 also agreed to create two new work items, one for Rapid Deployment Hospitals and the other for Emergency Rescue, which are also important to address COVID-19 pandemic issues. Q28/16 produced two outgoing liaison statements. Q28/16 plans to hold three Rapporteur meetings before the next SG16 meeting in January 2022.
