The Online Workshop on the Role of Telecommunications/ICTs for Disaster Risk Reduction and Management for the Americas, which took place from 14 to 16 September 2021, presented and discussed how ICT solutions and digital technologies can be used for disaster management and risk reduction. This event also considered the importance of gender inclusion on the use of ICTs for disaster management, the benefits of emerging technologies for risk reduction, the importance of early warning for early action, the Tampere Convention and how simulation exercises can help in becoming more resilient to natural hazards. During the workshop, participants and panelists had an opportunity to exchange experiences, views and best practices in the use of modern technologies for humanitarian purposes. The three-day event provided Spanish & English interpretation.

 

PURPOSE

The objectives of the regional workshop:
  1. Stimulate awareness in paving the way for enhancing the use of ICTs for disaster management in the region and addressing key questions related to the best use of ICTs for disaster risk reduction and management.
  2. Served as a platform to exchange new experiences and best practices in the use of modern technologies for monitoring and early warning.
  3. Apprise participants of present ITU emergency Telecommunications projects in the region
  4. Address the importance of developing a National Emergency Telecommunications Plan (NETP) and need for Table Top Exercises & simulations.
  5. Greater awareness on the importance of gender inclusion in disaster management and the emergency telecommunications youth strategy
Provide an opportunity for policy makers and other participants to discuss and adopt concrete strategies on how information and communication technologies support disaster risk reduction and management activities.

 

WHO SHOULD ATTEND?

The workshop was ​attended by policy makers from Ministries of ICTs and Disaster Management, heads of the telecommunication regulatory authorities, private sector entities, United Nations agencies, non-governmental organizations and other participants from humanitarian organizations, regional disaster management organizations, academic institutions and media.

Session 1 - Role of ICTs in Disaster ​​Risk Reduction and Disaster Management
This session addressed the significant role of ICTs in disaster prevention, mitigation response and recovery. It presented discussions on the need for the timely, predictable, and effective information which is much needed by government agencies and other humanitarian actors involved in rescue operations and decision-making processes. During this session the Output Report on ITU-D Q5/2 on Utilizing telecommunications/ICTs for disaster risk reduction and management was presented. This presentation highlighted the importance of enhancing the use of ICTs for disaster management and risk reduction.

Session 2 The importance of Developing a National Emergency Telecommunication Plans (NETP) including Policy and Regulatory Frameworks on use of Telecom/ICTs in Emergency and Disaster Management in the Americas Region. 

This session addressed Disaster Management in the context of the four phases (mitigation, preparedness, response, recovery) of National Emergency Telecommunication Plans; the ITU Guidelines for National Emergency Telecommunication Plans; ITU Online Emergency Telecommunications Tool Kit and the modality for developing a National Emergency Telecommunications Plan and stakeholder coordination. It also addressed opportunities and challenges in the adoption and implementation of NETP at the national level.

This session discussed  opportunities and benefits of the Tampere Convention and its ratification process. It  highlighted the importance of regional and national coordination, the challenges of importing ICT equipment and the importance of the Tampere Convention.

​Session 4 - The importance of early warning systems and the Common Alerting Protocol (CAP) ​

The session  addressed the significance of CAP in exchanging all-hazard emergency alerts and public warnings over all kinds of ICT networks; the importance of consistent warning messages and its dissemination simultaneously over many different warning systems and increasing warning effectiveness.  The session further highlighted the benefits​ of CAP and shared best practices and lessons learned on how to create an enabling environment for leveraging CAP.

Session 5 - The Priority and Importance of Drills and Exercises to National Emergency Telecommunications Planning
 
The objective of this session was to highlight the priority of conducting drills and exercises and their importance to implementing and updating a national emergency telecommunications plan, which is scalable. It was also to increase awareness about the need for inter-agency coordination in disaster preparedness and response, to highlight the need for clear coordination structures and engagement with telecommunication service providers, media agencies, telecommunications bodies, meteorological and seismology service, and disaster management authorities.
