Working Party 1/20


Question 1/20 - "Interoperability and interworking of IoT and SC&C applications and services" summary

​​The Rapporteur of Q1/20 (Mr Jun Seob Lee) opened the meeting and presented the draft agenda contained in TD2041-R1 (the final agenda is contained in TD2041-R9).

Question 1/20 discussed five Contributions. During the meeting, Q1/20 progressed on two ongoing draft Recommendations (draft Recommendation ITU-T Y.infra “Requirements of sensing and data collection system for city infrastructure" and draft Recommendation ITU-T Y.IoT-sd-arch “Framework of service interworking with device discovery and management in heterogeneous IoT environments"). Q1/20 agreed on a revised draft Supplement and also agreed to initiate 1 new work item. At the meeting, Q1/20 produced 6 output documents (including the meeting report, two revised texts of ongoing draft Recommendations and one A.1 justification template for a new work item on draft Recommendation ITU-T Y.DT-interop “Interoperability framework of digital twin systems in smart cities and communities").

It was agreed to submit 1 revised draft Supplement ITU-T Y.Suppl.58 “Internet of things and smart cities and communities standards roadmap", for Agreement.

1 outgoing liaison statements was agreed for submission to the WP1/20 closing plenary.

The meeting report of Q1/20 (
TD2051-R2) was approved at the closing plenary of WP1/20.

Question 2/20 - "Requirements, capabilities and architectural frameworks across verticals enhanced by emerging digital technologies" summary
The Rapporteur of Q2/20 (Mr Marco Carugi) opened the meeting and presented the draft agenda contained in TD2042-R1 (the final agenda is contained in TD2042-R7).

The meeting addressed in total 30 Contributions and 12 incoming liaison statements, submitted or assigned to Q2/20. In this meeting, Q2/20 dealt with 4 additional ongoing work items which was transferred from Q4/20 to Q2/20, in accordance with the endorsed Question texts by TSAG.

Q2/20 made progress on 19 ongoing draft Recommendations and 1 ongoing draft Supplement. The meeting agreed to submit draft Recommendation ITU-T Y.SUM “Requirements and Capability Framework of Smart Utility Metering (SUM)" and draft Recommendation ITU-T Y.IoT-EC-GW “Requirements and capability framework of edge computing-enabled gateway in the IoT", for consent, and to submit draft Supplement ITU-T Y.Sup-IoT-Eco-Plan “Framework for Internet of Things ecosystem Master Plan", for agreement.

3 new work item proposals were agreed for submission to the WP1/20 closing plenary.

2 outgoing liaison statements (one liaison statement was jointly prepared with Q3/20) were agreed for submission to the WP1/20 closing plenary.

It was also agreed to request the discontinuation of 2 ongoing (stale) work items. The general living list of Q2/20 was updated and is contained in TD2272.

The meeting report of Q2/20 (TD2052-R3) was approved at the closing plenary of WP1/20.

Question 3/20 - "IoT and SC&C architectures, protocols and QoS/QoE" summary
The Rapporteur of Q3/20 (Ms Shane He) opened the discussions and presented the draft agenda contained in TD2043-R1 (the final agenda is contained in TD2043-R6).

The meeting considered in total 24 Contributions and 15 incoming liaison statements which were submitted and allocated to Q3/20. According to the Contributions received and the discussions held, 18 ongoing work items made good progress.

During the meeting, it was agreed to submit 1 draft Recommendation (Y. UAV.arch “Functional architecture for unmanned aerial vehicles and unmanned aerial vehicle controllers using IMT-2020 networks") to WP1/20 for determination, and 1 new work item proposal including the A.1 justification to WP1/20 for approval.

In addition, 3 outgoing liaison statements were drafted and submitted to WP1/20 for approval.

The meeting report of Q3/20 (TD2053-R4) was approved at the closing plenary of WP1/20.

Question 4/20 - "Data analytics, sharing, processing and management, including big data aspects, of IoT and SC&C" summary
The Rapporteur of Q4/20 (Mr Gyu Myoung Lee) opened the discussions and presented the draft agenda contained in TD2044-R1 (the final agenda is contained in TD2044-R6).

Question 4/20 discussed 10 Contributions and produced 22 output documents including the meeting report as follows:
1 output document submitted for consent to WP1/20, 1 output document submitted for agreement to WP1/20, work progressed on 4 ongoing draft Recommendations, 3 new work items were submitted for approval (corresponding to 3 new draft Recommendations), and 8 outgoing liaison statements submitted for approval to WP1/20, etc.

The meeting report of Q4/20 (TD2054-R2) was approved during the closing plenary of WP1/20.​

Working Party 2/20

Question 5/20 - "Study of emerging digital technologies, terminology and definitions" summary

The Rapporteur of Q5/20 (Mr Sébastien Ziegler) opened the discussions and presented the draft agenda contained in TD2045-R1 (the final agenda is contained in TD2045-R4).

Two new work items (draft Supplement ITU-T Y.Sup.DTransf “Digital transformation in the context of IoT, smart sustainable cities and communities" as contained in TD 2170-R2, and Technical Report Y.STR.P2P-CC “Current state of P2P crowd charging platforms and corresponding market needs" as contained in TD2172-R3) have been agreed to be submitted to WP2/20 meeting.

Q5/20 responded to incoming liaison statements received from ITU-R working party 5A, ITU-T Study Group 16 and ITU-T Study Group 5. The draft responses are contained in TDs: TD2194-R1, TD2195-R1, TD2196-R1 and TD2197-R1.

The meeting report of Q5/20 (TD2055-R3) was approved at the closing plenary of WP2/20. 

Question 6/20 - "Security, privacy, trust and identification for IoT and SC&C" summary

The Rapporteur of Q6/20 (Mr Abdulhadi AbouAlmal) opened the meeting and presented the draft agenda contained in TD2046-R1 (the final agenda is contained in TD2046-R5).

Good progress has been achieved for discussions on number of draft Recommendations under the ongoing work items.

Draft Recommendation ITU-T Y.IoT-ITS-ID "Unified IoT Identifiers for Intelligent Transport Systems" as contained in
TD2161-R2, was agreed to be submitted to WP2/20 for determination.

The outgoing liaison statements are contained in TDs:
TD2285-R1, TD2286-R1, TD2287-R1 and TD2289.

The meeting report of Q6/20 (
TD2056-R3) was approved at the closing plenary of WP2/20. 

Question 7/20 - "Evaluation and assessment of Smart Sustainable Cities and Communities" summary

The Co-Rapporteurs of Q7/20 (Mr Okan Geray and Mr Keng Li) opened the discussions and presented the draft agenda contained in TD2047-R1 (the final agenda is contained in TD2047-R2).

The Q7/20 meeting considered in total 10 Contributions and 2 incoming liaison statements which were specifically allocated to Q7/20.

According to the Contributions and discussions, 5 ongoing work items made significant progress.

At the Q7/20 meeting, two new work item proposals, resulting in one draft Recommendation (draft Recommendation ITU-T Y.MM-DSC-SSC “Maturity model of digital supply chain for smart sustainable cities", contained in TD2210-R1) and one draft Supplement (draft Supplement ITU-T Y.Sup.DTw-concept-usecase “Concept and use cases of a digital twin in smart sustainable cities", contained in TD2241-R1), were discussed and agreed at the Question level to be submitted to WP2/20 meeting.

Additionally, 3 outgoing liaison statements were drafted and agreed to be submitted to WP2/20 meeting.  The outgoing liaison statements are contained in TDs: TD2246, TD2247, TD2248.

The meeting report of Q7/20 (TD2057-R1) was approved at the closing plenary of WP2/20.

TSB provided information on the list of current and future stale work items as contained in TD2061-R3​. The Rapporteurs of the concerned Questions were encouraged to discuss these work items during their sessions and take appropriate action when needed. Highlights of TSAG relevant to SG20
SG20 Chairman provided an overview of the main results of the 7th TSAG meeting that took place virtually from 11-18 January 2021 relevant to ITU-T SG20 as contained in TD2086-R1. The ITU-T work continuity plan until WTSA in 2022 and related FAQ contained in TD2064 was also presented and noted.

Collaboration with IEEE

TD2135 - ITU and IEEE was presented by Mr Joel Myers. The Collaboration with IEEE was welcomed. Dr Gyu Myoung Lee, Q4/20 Rapporteur, was designated as ITU-T SG20 focal point.

An Ad hoc session took place on 20 May 2021 and was chaired by Dr Gyu Myoung Lee. The following TDs were presented:
​The meeting agreed to prepare an outgoing LS to inform about this activity and encourage contributions from all ITU-T SGs and inform TSAG, this outgoing LS can be found in TD2283-R1. The report of the ad-hoc session can be found in TD2294-R1

​Collaboration with oneM2M

​During the ITU-T SG20 opening plenary, Mr Bruce Gracie, TSAG Chairman, presented TD2131 “LS/i on a draft submission and maintenance process for oneM2M specifications incorporated as ITU-T Recommendations [from TSAG]".

TSB was requested to provide an A.5 Qualification of OneM2M and TSDSI at the next SG20 meeting. The following outgoing Liaison Statements have been approved: ​ 

Collaboration with LoRa Alliance

During the ITU-T SG20 opening plenary, Mr Olivier Beaujard from LoRA Alliance presented TD2146 “LS/i on Collaboration between ITU-T and LoRA Alliance [from LoRA Alliance]", which was noted during the meeting.

TD2155 – ITU-T A.5 qualification analysis on LoRA Alliance was presented by TSB. The A.5 qualification analysis is expected to be approved in the next ITU-T SG20 meeting.

It was agreed to send a reply liaison statement which invites LoRA Alliance to participate and to provide clarifications on the technical specification in the next Q3/20 Rapporteur group e-meeting, as contained in TD2288-R1.

Dr Shane He, Q3/20 Rapporteur, has been designated as focal point from ITU-T SG20 to LoRA Alliance. 

Joint Coordination Activity on Internet of Things and Smart Cities and Communities (JCA-IoT and SC&C) The twenty fourth meeting of the JCA-IoT and SC&C took place on 23 April 2021 under the Chairmanship of Mr Hyoung Jun Kim and Mr Fabio Bigi. All the meeting documents can be found here. The Final Report of the 24th JCA-IoT and SC&C meeting can be found here. The report which was presented by Mr Fabio Bigi, JCA IoT SC&C Co-convener, has been also approved as contained in TD2134. The next JCA IoT SC&C meeting is planned to take place in conjunction with the next SG20 meeting.  ​
