Summary of Questions' Results

Working Party 1/20

Question 1/20 - "End to end connectivity, networks, interoperability, infrastructures and Big Data aspects related to IoT and SC&C" summary

The Rapporteur of Q1/20 (Mr Jun Seob Lee) opened the meeting and presented the draft agenda contained in TD1631-R3, which was approved without modifications.

Question 1/20 discussed three Contributions. During the meeting, Q1/20 progressed three on-going draft Recommendation, Y.infra, Y.DPM-interop and Y.DPM-qm. At the meeting, Q1/20 produced four output documents including this meeting report and three revised texts of on-going draft Recommendations.

The meeting report of Q1/20 (TD1641-R3) was approved at the closing plenary of WP1/20.

Question 2/20 - "Requirements, capabilities, and use cases across verticals" summary
The Rapporteur of Q2/20 (Mr Marco Carugi) opened the meeting and presented the draft agenda contained in TD1632-R8, which was approved without modifications.

The Question made progress on 9 on-going draft Recommendations (including Y.IoT-UM-Reqts) and 1 ongoing draft Supplement. It finally got meeting agreement on the submission of one request for consent, concerning Y.IoT-UM-Reqts, to the WP1/20 closing plenary.

4 new work item proposals were agreed for submission to the WP1/20 closing plenary (one of them being an update of the March 2020 Q2-agreed new work item proposal).

3 outgoing Liaison Statements were agreed for submission to the WP1/20 closing plenary.

The meeting report of Q2/20 (TD1642-R3) was approved at the closing plenary of WP1/20.

Question 3/20 - "Architectures, management, protocols and Quality of Service" summary

The Rapporteur of Q3/20 (Ms Shane He) opened the discussions and presented the draft agenda contained in TD1633-R1.

The meeting considered in total 9 Contributions and 9 incoming liaison statements which were submitted and related to Q3/20. According to the Contributions and discussion, 7 on going WIs made good progress.

During the meeting, it was agreed to send 3 draft Recommendations (Y.SSC-AISE-arc, Y.NDA-arch and Y.SCCE-arch) to WP1 meeting for consent, and 1 new work item proposals with A.1 justifications to WP1 meeting for approval. Additionally, 3 outgoing LSs were drafted and sent to WP1 meeting.

According to the incoming LS from TM Forum, it was agreed to send 2 new work item proposal with A.1 justifications to WP1 meeting for approval, it was also agreed to send two draft A.25 justifications developed by Q3/20 as two TDs for documenting WP1 and SG20 decision.

The meeting report of Q3/20 (TD1643-R2) was approved at the closing plenary of WP1/20.

Question 4/20 - "e/Smart services, applications and supporting platforms" summary
The Rapporteur of Q4/20 (Mr Gyu Myoung Lee) opened the discussions and presented the draft agenda contained in TD1634-R1.

Question 4/20 discussed 30 Contributions and produced 39 output documents including the meeting report as follows: The meeting agreed to forward 8 output documents for requesting consent and 1 output document for requesting agreement.

The meeting made progress for 8 on-going draft Recommendations and decided to initiate 7 new draft Recommendations and agreed to keep 5 Contributions as Living list. The meeting also prepared 2 outgoing liaison statements.

The meeting report of Q4/20 (TD1644-R3) was approved during the closing plenary of WP1/20.

Working Party 2/20

Question 5/20 - "Research and emerging technologies, terminology and definitions" summary

The Rapporteur of Q5/20 (Mr Sébastien Ziegler) opened the discussions and presented the draft agenda contained in TD1635-R3.

Q5/20 met and reviewed several Contributions on various topics. It finalised the development of the proposed Supplement on Unlocking Internet of things with artificial intelligence (Y.Sup.AI4IoT). Q5/20 decided to submit it for agreement. Q5/20 also reviewed several liaison statements and prepared two outgoing liaison statements. It also discussed future work plan and planned a series of e-meetings.

The meeting report of Q5/20 (TD1645-R3) was approved at the closing plenary of WP2/20.

Question 6/20 - "Security, privacy, trust and identification for IoT and SC&C" summary

The Rapporteur of Q6/20 (Mr Abdulhadi AbouAlmal) opened the meeting and presented the draft agenda contained in TD1636-R8, which was approved without modifications.

Good progress has been achieved for discussions on number of draft Recommendations under the ongoing work items (WIs). Two new work items (Y.IoT-smartcity-Risk and Y.STR-IADIoT) are approved and submitted for SG20 consideration.

Two Draft Recommendations (Y.API4IoT and Y.IoT-DA-Counterfeit) are finalized and submitted for SG20 consent. One Draft Supplement (Y.Sup.Pot_API4IoT) is finalized and submitted for SG20 agreement. These three documents were reviewed at WP2/20 Plenary and WP2/20 agreed to submit them for consent and agreement. However, there were edits that were requested to be made to clean up the documents before presenting them to the SG20 Plenary.

The reports and outcomes of Q6/20 e-meetings, including three joint e-meetings with oneM2M experts, were presented, discussed and agreed.

The meeting report of Q6/20 (TD1646-R3) was approved at the closing plenary of WP2/20.

Question 7/20 - "Evaluation and assessment of Smart Sustainable Cities and Communities" summary
The Co-Rapporteurs of Q7/20 (Mr Okan Geray and Mr Keng Li) opened the discussions and presented the draft agenda contained in TD1637-R1.

Q7/20 has held several meeting sessions between 6 to 16 July 2020. The objectives for these sessions were to:

progress the work on existing draft Recommendations,
discuss new work items,
discuss incoming liaison statements and prepare responses,
generate outgoing liaisons, as necessary.

In this meeting, Q7/20 received 13 contributions. No specific LS has been allocated for Q7/20, 11 output documents and the meeting report of Q7/20 were produced. And outgoing liaison statements were agreed to be prepared after SG20 meeting.

Significant progress has been achieved on a number of work items (WIs). Q7/20 reached agreement during the meetings on:
Three new work item proposals (ITU-T Y.IoT-SQAF ,Y.SSC-NGUM, Y.Sup-NGUM) to be submitted to WP2/20 for approval (One for Supplement and two for Recommendations);.Two draft Recommendations (ITU-T Y.SSC-BKDMS-arc, ITU-T Y.IoT-EH-PFE)to be sent to WP2/20 for consent; Three Supplements (ITU-T Y.Sup.33 "Smart sustainable cities - Master plan" ,ITU-T Y.Sup32 "Smart sustainable cities - A guide for city leaders" ,ITU-T Y.Sup34: "Smart sustainable cities - Setting the stage for stakeholders' engagement")have been revised and are proposed to WP2/20 for agreement.

Additionally, three existing work items have been updated during the Q7/20 meetings.

The meeting report of Q7/20 (TD1647-R2) was approved at the closing plenary of WP2/20.

The Rapporteurs of the concerned Questions were encouraged to discuss these work items during their sessions and take appropriate action when needed. Highlights of TSAG relevant to SG20

SG20 Chairman provided an overview of the main results of the 5^th TSAG meeting that took place from 10-14 February 2020 relevant to ITU-T SG20 as contained in TD1653 and TSAG R9 - Report of the fifth TSAG meeting.

WTSA preparations & SG20

During the SG20 meeting, several sessions dedicated to discussing ITU-T SG20 mandate, structure and terms of reference of its Questions took place from 6-16 July 2020.

The following TDs have been presented and further updated during the WTSA preparation sessions.

TD1672 – ITU-T SG20 and WTSA preparations was noted;
TD1764-R2 - Report of the ITU-T SG20 and WTSA-2020 preparations e-meetings was noted;
TD1778-R3 - Draft Report of ITU-T SG20 to the World Telecommunication Standardization Assembly (WTSA-20), Part I: General was approved and TSB was requested to include the latest statistics before it is submitted to WTSA-20;
TD1767-R2 - Draft Report of ITU-T SG20 to the World Telecommunication Standardization Assembly (WTSA-20), Part II: Questions proposed for study during the next study period (2021-2024) was presented and approved; and
TD1652-R1 - Operational Plan for implementation of the WTSA Resolution 78 (Rev. Hammamet, 2016) and Resolution 98 (Hammamet, 2016) (ICTs for e-health services; IoT and smart cities and communities for global development) was presented and approved.

The Operational plan reflects the actions in course and/or concluded by SG20 to implement the resolves and instructs of these Resolutions.

TD1616 - LS/i on WTSA-20 preparations concerning work programme and structure was presented and the response is contained in TD1777-R3.

The following TDs were also presented and noted during the SG20 opening plenary:

TD1673 - Food for thought on SG structure in preparation for WTSA-20;
TD1617 - LS/i on streamlining Resolutions [from TSAG];
TD1619 - LS/i about TSAG Information Session on Network 2030 [from TSAG]; and
TD1628 - LS/i on announcement of publication of manual for rapporteurs and editors [from TSAG].

Concerning the TD1618 - LS/i on hot topics [from TSAG], due to time constraint, it was agreed to provide a response to TSAG after the SG20 meeting ends. In this regard, SG20 members were invited to send their inputs to TSB by 31 July 2020. SG20 Chairman will gather all inputs received. The draft liaison statement will be made available for comments until 7 August 2020 before it will be submitted for approval of the SG20 management team.

Newcomers' session

The newcomers' session took place on Wednesday 3 June 2020. Mr Marco Carugi, Q2/20 Rapporteur and ITU-T SG20 Mentor delivered the following presentations:

ITU-T SG20 Regional Groups
ITU-T SG20 Regional Group for Eastern Europe, Central Asia and Transcaucasia (SG20RG-EECAT)

The report of the fourth SG20RG-EECAT meeting, 5 March 2020 (Minsk, Belarus) was presented by Mr Alexey Borodin, SG20RG-EECAT Chairman, as contained in TD1714.

ITU-T SG20 Regional Group for Latin America (SG20RG-LATAM)

TD1721 contains the request from Argentina to consider the appointment of Mr Juan Pablo Martín from Argentina as SG20RG-LATAM Chairman. This request was noted and agreed.

Collaboration matters and information sharing

The following TDs were presented and noted during the SG20 opening plenary:

TD1664-R1 - United for Smart Sustainable Cities (U4SSC) initiative; and
TD1712 - Highlights of the e-meeting between ISO and ITU, 20 March 2020.

Collaboration with TM Forum

TD1755 - LS/i on Technical specifications on TMF 908 IoT agent and device management API specification and IoT service management API specification from TM Forum was presented during the SG20 opening plenary.

In this liaison statement, TM Forum invited ITU-T SG20 to consider transposing the following Technical Specifications on TMF 908 IoT Agent and Device Management API Specification and IoT Service Management API Specification into ITU-T Recommendations using Recommendation ITU-T A.25.

After a brief discussion during the SG20 opening plenary, it was decided to allocate the liaison statement to Q3/20 for further discussion. Q3/20 reviewed the two technical specifications, prepared the corresponding ITU-T A.25 (TD1781-R2 and TD1780-R1) along with a response to the liaison statement which is contained in TD1775-R4.

During the WP1/20 closing plenary, it was agreed to submit the two new work items contained respectively in TD1783-R3 and TD1782-R3 for approval.

The two work items were approved during the SG20 closing plenary.

Collaboration with oneM2M

ITU has excellent cooperation with oneM2M and is exploring the possibility to further its synergies with oneM2M.

ITU-T Study Group 20 thanked Mr Enrico Scarrone, Chairman of the oneM2M Steering Committee for providing information on oneM2M during the SG20 opening plenary on 6 July 2020 and during an ad-hoc session that took place on 13 July 2020.

The main aim of the ad-hoc session was to provide ITU-T SG20 members the opportunity to ask questions or present comments concerning the possibility for ITU to sign a Partnership Agreement and join officially oneM2M. See TD1776-R1.

ITU-T SG20 has sought the advice of TSAG on this matter and will keep oneM2M posted on future developments. See TD1876-R1.

ITU-T SG20 sent a liaison statement to oneM2M and TSAG and ITU-T looks forward to hearing from oneM2M on the discussions that took place surrounding the possibility for ITU to join oneM2M. See TD1875.

At the meeting some delegations asked the question about the necessity for oneM2M to send an invitation to ITU-T directly, and then to open the discussion at TSAG on the basis of that direct invitation.

oneM2M representative clarified that oneM2M as a partnership project is not a legal entity and normally invitations are not sent directly to potential new partners.

However, noting the excellent collaboration between ITU-T SG20 and oneM2M, oneM2M representative informed the SG20 meeting that oneM2M will be delighted to provide feedback to the liaison statement from SG20 and will also address the response to ITU-T.

Joint Coordination Activity on Internet of Things and Smart Cities and Communities (JCA-IoT and SC&C)
The twenty third meeting of the JCA-IoT and SC&C took place on 26 June 2020 under the Chairmanship of Mr Hyoung Jun Kim and Mr Fabio Bigi. All the meeting documents can be found here. The Final Report of the 23rd JCA-IoT and SC&C meeting can be found here. The report which was presented by Mr Fabio Bigi, JCA IoT SC&C Co-convener, has been also approved as contained in TD1762. If needed, the next JCA IoT SC&C meeting can take place in conjunction with the WP1/20 meeting in November 2020.

Promotion activities and bridging the standardization gap

Webinar on "Accelerating cities' transformation through standards"

The International Telecommunication Union (ITU) organized the Webinar on "Accelerating cities' transformation through standards", which took place on 25 June 2020. The Webinar explored the role of international standards in providing the necessary guidance to make cities smarter and more sustainable. In addition, the Webinar was joined by over 120 smart city experts from leading organizations who shared valuable insights on this topic.
The Webinar on "Accelerating cities' transformation through standards" was concluded with an outcome document, which contains the highlights shared during the webinar.

Future events and dates of next ITU-T Study Group 20 meeting and Regional Group meetings:

The meeting of the ITU-T SG20 Regional Group for Latin America (SG20RG-LATAM) will take place virtually on 13 to 14 October 2020;
The next virtual/physical WP1/20 meeting is planned to take place from 2 to 6 November 2020;
A series of e-meetings will take place in 2020 and 2021; and
The next meeting of ITU-T SG20 e-plenary meeting will take place in 2020. The objective of this e-meeting plenary will be to focus on TAP Recommendations. The date will be communicated at a later stage.
