Working Party 1/20


Question 1/20 - "Interoperability and interworking of IoT and SC&C applications and services" summary

The Rapporteur of Q1/20 (Mr Jun Seob Lee) opened the meeting and presented the draft agenda contained in TD2341-R1 (the final agenda is contained in TD2341-R4). 

Question 1/20 discussed five contributions. During the meeting, Q1/20 agreed to submit draft Recommendation ITU-T Y.IoT-sd-arch to the SG20 Plenary for consent and Q1/20 also agreed to initiate one new work item. During the meeting, Q1/20 progressed on three on-going draft Recommendations ITU-T Y.infra “Requirements of sensing and data collection system for city infrastructure”, ITU-T Y.isms “Functional framework and requirements for disaster monitoring system” and ITU-T Y.nmm-isms “Metadata model of sensing capability for disaster monitoring system”. Q1/20 produced seven output documents including the meeting report and three revised texts of on-going draft Recommendations, one A.1 justification template and an initial text for a new draft Recommendation ITU-T Y.dtf-reqs, one final text of draft new Recommendation ITU-T Y.IoT-sd-arch submitted for consent. 

The meeting report of Q1/20 (TD2351-R3) was approved at the closing plenary of WP1/20. 

Question 2/20 - "Requirements, capabilities and architectural frameworks across verticals enhanced by emerging digital technologies" summary
The Rapporteur of Q2/20 (Mr Marco Carugi) opened the meeting and presented the draft agenda contained in TD2342-R2 (the final agenda is contained in TD2342-R6). 

At the meeting, Question 2/20 discussed 31 contributions, including 7 proposed new work items. Q2/20 produced 34 output documents including 29 output draft documents (ongoing and new work items), the meeting report, the updated living list and 3 outgoing liaison statements.   

During the meeting, 4 output draft documents (draft Recommendations ITU-T Y.IoT-NCM-reqts “Requirements and capabilities of network connectivity management in the Internet of things”, ITU-T Y.IoT-UAS-Reqts “Use cases, requirements and capabilities of unmanned aircraft systems for Internet of Things”, ITU-T Y.AM-SC-Reqts “IoT requirements and capability framework for monitoring physical city assets” and ITU-T Y.SmartShoppingMall “Requirements and capability framework of smart shopping mall”) were submitted for consent, 1 output draft was submitted for determination (draft Recommendation ITU-T Y.CEIHMon-reqts “Requirements of IoT-based civil engineering infrastructure health monitoring system”), 15 ongoing draft Recommendations and 1 ongoing draft Supplement were also updated, 4 new work items (proposed new draft Recommendations, with associated A.1 Justifications) and 3 outgoing liaison statements were submitted for approval.   

During the WP1/20 Closing Plenary, some Member States requested to change the approval process for draft Recommendation ITU-T Y.IoT-UAS-Reqts "Use cases, requirements and capabilities of unmanned aircraft systems for Internet of Things" from AAP to TAP (as contained in TD2512). This request has been accepted.  

The meeting report of Q2/20 (TD2352-R2) was approved at the closing plenary of WP1/20. ​

Question 3/20 - "IoT and SC&C architectures, protocols and QoS/QoE" summary
The Rapporteur of Q3/20 (Ms Shane He) opened the discussions and presented the draft agenda contained in TD2343-R2 (the final agenda is contained in TD2343-R6). 

The meeting addressed 18 contributions and 10 incoming liaison statements. According to the contributions received and the discussions held, 13 ongoing work items made good progress. 

A dedicated session to discuss the collaboration with LoRa Alliance took place on 13 October 2021 and a follow up session took place on 18 October 2021. 

During the meeting, it was agreed to submit 1 draft Recommendation ITU-T Y.IoT-SCS “Requirements and functional architecture for smart construction site services” to WP1/20 for consent, and 3 new work item proposals (corresponding to 1 draft Recommendation with A.1 justification and 2 Technical reports with A.13 justification) to WP1/20 for approval.  

In addition, 4 outgoing liaison statements were drafted and submitted to WP1/20 for approval. 

The meeting report of Q3/20 (TD2353-R2) was approved at the closing plenary of WP1/20. ​

Question 4/20 - "Data analytics, sharing, processing and management, including big data aspects, of IoT and SC&C" summary
The Rapporteur of Q4/20 (Mr Gyu Myoung Lee) opened the discussions and presented the draft agenda contained in TD2344-R2 (the final agenda is contained in TD2344-R5). 

At the meeting, Question 4/20 discussed 13 contributions. Q4/20 produced 16 output documents including the meeting report, as follows: 

2 output documents (draft Recommendations ITU-T Y.STIS-fm “Functions and metadata of spatiotemporal information service for smart cities” and ITU-T Y.DPM-interop “Requirements and functional model to support data interoperability in IoT environments”) were submitted for consent to WP1/20; work progressed on 6 ongoing draft Recommendations; 2 new work items were submitted for approval; a proposal to establish a new Correspondence Group on AIoT was agreed; and 2 outgoing liaison statements were submitted for approval to WP1/20. 

The meeting report of Q4/20 (TD2354-R2) was approved during the closing plenary of WP1/20. ​


Working Party 2/20

Question 5/20 - "Study of emerging digital technologies, terminology and definitions" summary
​​The Rapporteur of Q5/20 (Mr Sébastien Ziegler) opened the discussions and presented the draft agenda contained in TD2345-R1 (the final agenda is contained in TD2345-R8). 

Q5/20 meeting reviewed the contributions and liaison statements received. The meeting agreed to create a new work item, draft Supplement ITU-T Y.Sup.DTAfrica "Digital transformation of cities and communities in Africa". The aim will be to develop a Supplement on digital transformation of cities and communities in Africa.  

Progress was made on Work Item Y.blockchain-terms based. Q5/20 experts agreed to continue working on this work item as contained in TD2422. Progress was made on Work Item Y.smart-oceans “Overview of smart oceans and seas, and requirements for their ICT implementations”. Q5/20 experts agreed to submit this draft Recommendation for consent as contained in TD2414-R3. Progress was made on Work Item Y.Sup.DTransf.  

In addition, 1 outgoing liaison statement was drafted and submitted to WP1/20 for approval. 

The meeting report of Q5/20 (TD2355-R4) was approved at the closing plenary of WP2/20. 

Question 6/20 - "Security, privacy, trust and identification for IoT and SC&C" summary
The Rapporteur of Q6/20 (Mr Abdulhadi AbouAlmal) opened the meeting and presented the draft agenda contained in TD2346-R1 (the final agenda is contained in TD2346-R6). 

Good progress has been made on a number of draft Recommendations under development.  

Draft Recommendation ITU-T Y.Data.Sec.IoT-Dev “Requirements of data security for the heterogeneous IoT devices” and draft Recommendation ITU-T Y.IoT-CSIADE-fw “Reference framework of converged service for identification and authentication for IoT devices in decentralized environment” as contained in TD2412-R2 and TD2413-R1, respectively, were agreed to be submitted to WP2/20 for consent. 

The outgoing liaison statements are contained respectively in: TD2420 and TD2421-R1

The meeting report of Q6/20 (TD2356-R2) was approved at the closing plenary of WP2/20. 

Question 7/20 - "Evaluation and assessment of Smart Sustainable Cities and Communities" summary
​The Co-Rapporteurs of Q7/20 (Mr Okan Geray and Mr Keng Li) opened the discussions and presented the draft agenda contained in TD2347-R1 (the final agenda is contained in TD2347-R5). 

The meeting considered 18 contributions and no incoming liaison statements were specifically allocated to Q7/20.  

According to the Contributions and discussions, 3 ongoing work items made significant progress based on 5 Contributions pertaining to them.  

Two new work item proposals, resulting in one Recommendation and one Supplement (draft Recommendation ITU-T Y.KPI-Flood contained in TD2436-R2, draft Supplement ITU-T Y.Sup.DTKPI contained in TD243​8-R3 were discussed, two liaison statements (as contained in TD2507-R1 and TD2508-R2) were drafted according to these two new work items and agreed at the question level to be submitted for approvel to WP2/20 meeting. There were no work items that were submitted for consent or agreement in this Q7/20 meeting.  

Additionally, 8 contributions related to 4 new work item proposals could not be discussed because the contributors were not available during the meeting. Also, one contribution to update the existing Supplement ITU-T Y.Suppl.33 to ITU-T Y.4000 series - Smart sustainable cities - Master plan could not be discussed for the same reason.   

The meeting report of Q7/20 (TD2357-R4​) was approved at the closing plenary of WP2/20.

Following a series of Ad-hoc sessions, it was agreed to establish a new Focus Group on Artificial Intelligence and Internet of Things for Digital Agriculture (FG-4A).

Collaboration matters and information sharing

Collaboration with ICAO and ITU-R WP5B​

​ITU-T Study Group 20 received a liaison statement from ISCG as contained in TD2398 – LS/i on Boundaries between the responsibilities of ITU and the International Civil Aviation Organization (ICAO) [from ISCG].

Following discussions, ITU-T Study Group 20 agreed to send two outgoing liaison statements contained in TD2515-R1 and TD2527

Collaboration with LoRA Alliance

LoRa Alliance has been successfully qualified in accordance with Recommendation ITU-T A.5 (TD2394).

Following a liaison statement received from LoRA Alliance (TD2390-R1), it was agreed to: approve A.5 (TD2457-R4) and A.25 (TD2457-R4​)

​Collaboration with oneM2M
SG20 received a liaison statement contained in TD2382 from oneM2M, which was presented during the SG20 Opening Plenary.

Following discussions, it was agreed to hold an ad hoc session on 15 October 2021. As a result of this ad hoc session, it was agreed to send a liaison statement to TSAG and oneM2M (TD2446-R3). This TD presents three possible options identified by SG20 to transpose oneM2M technical specifications into ITU-T Recommendations. 

SG20 was not able to reach consensus and requested TSAG's advice on best way forward. 

TSB was requested to present an A.5 qualification analysis of TSDSI and oneM2M art the next SG20 meeting.

The twenty fifth meeting of the JCA-IoT and SC&C took place on 07 October 2021 under the Chairmanship of Mr Hyoung Jun Kim and Mr Fabio Bigi. All the meeting documents can be found here. The Final Report of the 24th JCA-IoT and SC&C meeting can be found here. The report which was presented by Mr Hyoung Jun Kim, JCA IoT SC&C Co-convener, has been also approved as contained in TD2402. The next JCA IoT SC&C meeting is planned to take place in conjunction with the next SG20 meeting.
